Organs of the State

The Ecumene is an interstellar civilization that consists of five branches of government, each with its own functions and responsibilities. Described below is the directory and descriptions of the five branches.

Hierarchy

The Hierarchy of the Ecumene is the supreme authority and leadership of the state. The high command consists of the following members and functions:

 

The Hierarch, who is the head of state and the highest representative of the Ecumene. The Hierarch is elected by the Constellarium, the legislative branch of the government, from among its members. The Hierarch presides over the Constellarium and appoints the other members of the Hierarchy.

 

The Prelate, who is the second highest representative of the Ecumene. The Prelate is chosen by the Hierarch with consent of the Constellarium. They act as the Hierarch’s stand in should they be incapacitated or removed.

 

Princeps, consists of esteemed individuals directly appointed by the Hierarch as an advisor for the council without direct oversight of any particular operation or branch of the state.

 

Praetors, consists of individuals put in charge of one of the branches of the state and directly oversees all operations and reviews projects under their preview.

Commerce

The Commerce Branch of the Ecumene is responsible for overseeing and regulating the trade and transportation of goods and services within and outside the Ecumene's border. The commerce branch consists of various Bureaus that specialize in different aspects of commerce, such as:

 

Merchandising Bureau, which sets the standards and policies for the negotiation, distribution, and consumption of various commodities and products across the Ecumene. The Bureau also handles the disputes and conflicts that may arise from trade issues and violations by monitoring the quality, safety, and ethical practices of the merchants and producers. Simultaneously also promoting and protecting the interests and rights of the Ecumene and its citizens in the galactic market.

 

Logistics Bureau, which coordinates and facilitates the movement and delivery of goods and services across the Ecumene. The Logistics Bureau operates and maintains a network of spaceports, freighters, and couriers that transport cargo and passengers between planets and star systems while also ensuring the security and efficiency of the interstellar trade routes and supply chains.

Development

The Development Branch of the Ecumene is responsible for planning and executing the construction and maintenance of the physical and digital infrastructure of the group. Its purpose is twofold in which it oversees and regulates the design, engineering, and building of various structures and facilities across the territory while also evaluating and approving the proposals and requests for new development projects and initiatives within and outside the Ecumene.

Its responsibilities are broken down into task units lead by an Primus which acts as a overseer of projects under their assigned purview.

Industry

The Industrial Branch of the Ecumene is responsible for producing and supplying the goods and materials that are essential for continued growth. The branch consists of various departments and agencies that specialize in different aspects of industry, such as:

 

The Manufacturing Bureau, which oversees and regulates the fabrication, assembly, and quality control of various ships, vehicles, devices, and components across the Ecumene.

The Resource Bureau, which coordinates and facilitates the exploration, mining, and processing of various natural resources across the Ecumene. The Resource Bureau operates and maintains a network of probes, drones, and refineries that extract and process minerals, metals, gases, and other resources from planets, asteroids, and other celestial bodies.

The Medical Bureau, which oversees and regulates the synthesis, testing, and distribution of various drugs, vaccines, and biotechnology across the Ecumene. The Medical Bureau also monitors and enforces the safety, efficacy, and ethical practices of medical products.

The Innovation Bureau, which coordinates and facilitates the research, development, and application of various scientific and technological fields across the Ecumene. The Innovation Bureau operates and maintains a network of laboratories, observatories, and experimental facilities that conduct and support cutting-edge research and innovation in physics, chemistry, biology, engineering, and other disciplines.

The Administration Branch of the Ecumene is responsible for managing and coordinating the internal and external affairs of the state. The administration branch consists of various departments and agencies that specialize in different aspects of administration, such as:

 

The Bureau of Diplomatic Affairs, which oversees and regulates the communication, negotiation, and representation of the Ecumene with other nations and civilizations.

 

The Education and Training Bureau, which oversees and regulates the provision, evaluation, and improvement of the education and training programs and systems across the Ecumene. The Bureau also monitors and enforces the quality, diversity, and accessibility of the education and training opportunities for the citizens and residents of the Ecumene.

The Order of Scions, which oversees and regulates the recruitment, training, and deployment of the elite warriors and guardians of the Ecumene. The Order also monitors and enforces the loyalty, discipline, and honor of the templars who serve and protect the Ecumene from internal and external threats.

Military Operations

The Military Operations Branch of the Ecumene is responsible several facets for ensuring and enhancing the security and stability of the state. These generally revolve around intelligence, defense, and policing.

 

Intelligence will revolve around overseeing and regulating the collection, analysis, and dissemination of information and data related to the Ecumene.

 

Defense which revolves around overseeing and regulating the preparation, deployment, and command of the armed forces and the defense systems of the Ecumene. The Defense Department also monitors and enforces the readiness, effectiveness, and coordination of the military personnel and assets.

 

The Policing which revolves around the overseeing and regulating the enforcement, investigation, and prosecution of the laws and regulations of the Ecumene. The Policing Department also monitors and enforces the compliance, justice, and order of the citizens and residents of the Ecumene.
